Well – maybe.
According to a report at CVG, link, famed Konami Producer and creator of the Zone of the Enders series, as well as Metal Gear, Hideo Kojima had a previously unknown PS3 exclusive title to announce at the recently completed E3, but decided to hold off on the announcement until the game was in much better shape to show off.
Instead Konami and Kojima are going to use TGS to announce a “massive PS3 exclusive that will own the show”. And the reason it was held off from E3 was because they wanted the demo to “be bulletproof.”
Kojima is currently at work on the multiplatform Metal Gear Solid Rising, a “Lightning Bolt Action” game starring Raiden. While speculation about this announcement can range from a brand new Metal Gear Solid game to a console version of the handheld Boktai series, I am personally holding out hopes that Hideo has finally caved to fan pressure and is ready to unveil a new entry into the popular mech combat game Zone Of The Enders.
The Tokyo Game Show is scheduled to take place in September 2010 and we hope to have more information at that time.

Please please PLEASE let this come to pass.

Apparently Kojima's already stated that ZoE is on hold because of this thing he's going to be announcing, so it's not ZoE :(
